    Community Involvement for low-Carbon public buildings management and sustainable user’s BEhaviour

    PRIORITY AXIS 2: Fostering low carbon strategies and energy efficiency in specific MED territories: cities, islands and remote areas.

    The management of public buildings represents a critical area of intervention in which the competence of different local authorities, the issues of citizens (“Users”), the need for regeneration strategies and funds conflict has generated negative effects in several domains.
    Local communities are generally far from consider the public building as common goods to be respected and effectively used.
    If we focus on the theme of energy efficiency, the “public building” was one of the main intervention typology in the framework of SEAP. Generally, RES plants were installed in order to reduce the energy bill but it is possible to demonstrate the lack of an integrated approach, in which the combination of technological investments and community involvement practices provides an higher saving rate. If citizens are actively involved in the process of energy renovation and effective management of public buildings, the expected impacts could be higher.
    According to this idea the project intends to collect and analyse best practices in the MED area and to start a process of dissemination involving local stakeholders and citizens groups. The living -lab model – already experimented in several cooperation projects – is the carefully chosen methodology. It can drive an active participation of significant group pointed at developing a shared procedure of public building management in which public authorities have the responsibility to invest on technology and regeneration (also in public-private-people partnership) projects and the user’s group contributes to develop effective behavioural procedures to be spreaded as good example for local communities.

    Expected project results are the reinforcement of the awareness, the knowledge and data sharing fostering a sustainable consumer behaviour and the involvement of managers and users of public buildings in order to improve economic, environmental and social benefits already delivered by Covenant of Majors (SEAP) for the whole community.

    The project includes as operative tools the development a wireless sensor network and innovative ICT applications for real-time energy consumption monitoring of public buildings, both completely based on open hardware and open source technologies.
    These ICT solution represents an innovative decisions support system ( ‘Policy Making’ ), targeted at raising awareness of local communities to energy efficiency ( ‘Community Involvement’ ) and with positive impacts in the field of ‘Market Uptake’ .

    I write on behalf of the Energy Agency of la Ribera.We are a public administration in the Region of Valencia (Spain) and we have 45 municipalities. We have a lot of public buildings which need energy retrofit. We have been involved recently in a MED project about energy retrofit in public buildings (Republic-MED) where a methodology to perform energy retrofit has been develop.     Train consortium has already realized similar projects, one of them is the CREEM project (Control Room Energy Efficiency and Maintenance) developed over the buildings of Italian post office in Sicily with collaboration of different partners. CREEM aims general reduction of energy consumption in buildings by acting not only on the standard control variables but especially by optimizing maintenance cycles and improvements, considering also the energy and environmental impact the interventions. We are particularly interested in working with you and we are available to provide all our skills and experience to the CINCABE project.

    Dear Mr. Amato.,

    We would like to indicate our interest to study the possibility of becoming a Portuguese partner of your consortium.
    Established 1984, the “Departamento do Património Histórico e Artístico da Diocese de Beja” [DPHA] (Department of Historical and Artistic heritage, Catholic Diocesis of Beja) is a pioneer ONG, operating with national, regional and local authorities, in safeguarding the religious heritage. In particular, it is in charge of the cultural heritage of the Beja region, in the South of Portugal, between the Atlantic ocean and the Spanish border. The Diocese of Beja keeps over 200.000 inventoried works of art in churches, monasteries, convents and museums and over 500 buildings.
    Among the many areas of work of his team, 12 professional and 214 volunteers, are: inventory of religious cultural goods; ensuring equity for communities and social inclusion; creation of a core of technical advice; churches restoration and re-opening; support for cultural itineraries.
    The experience of Beja is particularly relevant in inventories, conservation, publications and development of local communities. The DPHA chose to enlarge its range of activities on heritage and biodiversity in order to involve a wider public.

    We have a big rural area and our main economic sector is tourism. People from all over the world come to drink our famous sherry wine, to learn about flamenco and to visit our horses exhibitions.

    However, we have one of the highest unemployment rates in Europe, which converts us in a perfect pilot area for almost any project.

    We are very interested in your idea because our municipality has quite a few public buildings whose maintenance costs are very high and we believe that your proposal would contribute to their effective management.

    Representing the Municipality of Skyros Island (www.skyros.gr), Greece, as its technical consultant and EU programs responsible person, I hereby inform you about our interest in your project.
    One of our policy objectives is to promote energy pilot activities such as energy monitoring, energy optimization or RES applications in our facilities like schools, public administration buildings, waste water facilities or marinas. At the moment we are concluding the SEAP for our municipality which will include many projected activities in this direction.
