The efforts of Montenegro to become part of the European Union family are seen on local level trough efforts of raising the competitiveness of Montenegro by increasing technical capacities, developing infrastructure but always keeping in mind environment protection.Utility Company Budva (UCB) exists since 1966, and now has 191 employees. The services we provide are: cleaning public areas, collection, transportation and disposal of garbage, maintenance and editing public green area, maintenance and collection of market services, production of seedlings, seeds and vegetable materials, civil engineering works, perform installation work (construction, maintenance, street lighting, traffic lights), disposal of abandoned or lost animals and maintenance of shelters for their care, maintenance of vertical and horizontal traffic signals.
UCB has experience with EU funded project and in the management of complex project at local and national level. UCB upgraded and complement a number of activities from other project already implemented. UCB activities are of public interest and constitute and indispensable condition for the life and work of citizens, business and other subjects in accordance with sustainable development.
The company has its own system of business complied with the international standards ISO 9001 to ensure that its services consistently meet customer’s requirements, and that quality is consistently improved and ISO 14000 to improve organization environmental performance and control the environmental impact of its activities and reduced the greatest extent possible amount of waste which is dispose to landfill ensuring compliance with EU legislative requirements. Furthermore UCB needs to improve competitiveness of businesses.
Budva has a rich history and culture and is one of the most visited town in Montenegro. Wastes represent one of the strongest pressures on the environment in Mediterranean regions and also in Budva. Growing economic development- tourism – also have had a strong environment impact on natural and cultural heritage. The protection of historical buildings, monuments, natural areas and other heritage sites and to improve the quality of the urban environment has therefore become a major objective of our company. Our efforts are to make our town clean and healthy, green and pleasant, efficient and sustainable.
Budva is a “Montenegrin” town on the Adriatic Sea. It has around 19,218 (2011 census) inhabitants, and it is the centre of Budva Municipality. The coastal area around Budva, called the Budva riviera, is the center of Montenegrin tourism, known for its well preserved medieval walled city, sandy beaches and diverse nightlife. Budva is 2,500 years old, which makes it one of the oldest settlements on the Adriatic coast. Budva is the reigning “tourist capital of Montenegro”.

The aims of UCB are to develop and improve a waste management system as a comprehensive waste prevention, recycling, composting, and disposal program and to effectively protect human health, environment and respecting urban heritage for the long term development. The aims of UCB is to contribute to better living conditions and to ensure a future of healthy, attractive, sustainable town with social and economic advantages.
Each of these activities requires careful planning, financing, collection, and transport because improperly managed solid waste poses a risk to human health and the environment and also increases greenhouse gas (GHG) emissions. Like other environmental elements waste does not follow regional borders.
We are facing in terms of demand for more and cleaner energy to fuel growth. At the same time, improving energy efficiency and reducing carbon emissions remain important preconditions for acceding to the European Union. UCB is aware that promoting energy efficiency and increasing the use of renewable energy are crucial elements in the fight against climate change.
We are trying to find project partners and to exchange knowledge and experiences, to develop and implement pilot actions, to test the feasibility of new policies, products and services and to support investments we think that this could be an opportunity to create new relations and future collaborations for broad range of projects. The area of waste management represents significant challenge due to its complexity and level of negative impacts on environment, with strong attractiveness of coastal areas, environmental strain of urban development. Low carbon economy is a key issue for territorial sustainable development for us. There is more that we can and should still learn!
In regards to next MED Program call for project ideas, expected to be launched soon, we would like to inform you that we are very interested to be part of possible partner consortiums in order to participate and collaborate in the frame of this call.

Your Company is the best way for us, to learning about integrate waste cycle. In Montenegro, we have set up a system of integrated waste management, and in this respect, we can install a recycling yard.

Komunalno Budva Montenegro25 August 2015 at 11 h 59 min #2874I work for SARGA is a public company with more than 1.200 workers, belonged by Government of Aragon (Northeastern of Spain). More information: http://www.sarga.es/doc/sarga_english.pdf We are responsible for the practical implementation of policies in sustainable development and agri-environment field, and therefore we are involved in designing and delivering these policies, hence our capacity to implement improved techniques.
In recent years, SARGA has acquired great experience in Waste Management, through the Integrated Waste Management Plan of Aragon (GIRA). This plan is an integral facilities plan plus a wide range of prevention, inspection, awareness-raising, training and technological boost measures through which the removal of some kinds of waste declaring it a public service has been tackled integrally for the first time in Spain. To this purpose, public-private cooperation formulas have been used, enabling to make advances to implant these services without having to turn to public resources, allowing to create jobs and to develop the Community.
SARGA, has contributed to:
i) Waste management public services of regional ownership:
SARGA provides technical and legal assistance as well as economic support for the proper implementation of public services, which are
– Valorization and disposal of debris, not coming from minor works of construction and home repair (C&D Waste): 6 areas of management have been established with a total of 52 facilities.
– Removal and disposal of non-hazardous industrial waste not subject to recovery (NHIW); therefore, 4 areas of management have been established.
– Valorization and disposal of tyres out of use (Waste Tyres). As in the previous case SARGA is responsible for tendering, bid evaluation and implementation of concession contracts for the management of the public service performed.
– Removal and disposal of hazardous waste (HW). At present, the landfill is finished and working, with a 100% dumping service coverage for its removal. Moreover, a new physical-chemical treatment plant for the pre-treatment of hazardous waste and non-hazardous industrial waste is currently being built. SARGA supports a mixed economy society, ARAGERSA, created in late 2006 to manage hazardous waste disposal.
ii) Polluted soils and air quality:
– Monitoring and controlling the Bailin landfill for HCH. We lead a life Project in this field http://www.lifediscovered.es/
– Making of an Inventory of Degraded Places in Aragón (waste dumps and mining exploitations).
– Managing, monitoring and validating in real time the information of all stations that make up the Regional Immission Network of Atmospheric Pollutants of Aragon and the two Atmospheric Pollution Control Mobile Units of the Government of Aragon.
– Managing the website (www.aragonaire.es), the objective of which is to control the immission levels of atmospheric pollutants.Also, SARGA has long and successful experiences of European Union funding projects in fields such as environment, empower entrepreneurship in rural areas, open data, sustainable rural development Projects, regional smart strategy, energy efficiency, capacity building, women entrepreneur, biomass, Clean Energies, R+D+I Projects…
Also we are running several UE Projects in environment, innovation and smart energy efficiency field:
• HOMER Project (MED Program) http://homerproject.eu/project HOMER is the strategic MED project that focuses on the theme of Open Data, a world-wide policy aiming at making available and exploitable Public Sector Information (PSI). Governments are increasingly recognising the benefits of making their data open and reusable. The first is transparency: simply opening PSI, citizens can be better informed and participate in the decision making process. The second is linked to the economic value of PSI, whose wider re-use is considered a primary content resource for the development of digital markets
• MED MAIN Project (MED Program) http://www.med-main.eu/ It is aimed at disseminating countermeasures to the Urban Heat Island (UHI) effect, that is the strong rise of temperatures that occurs in the urban areas with respect to the surrounding countryside due to absorption of solar radiation by the building and pavement surfaces. Very effective countermeasures to the UHI effect are given by cool roofs and cool pavements, that is the wide range of technological solutions that are characterized by high and certified capacity to reflect solar radiation.
• STEP Project. (Interreg IVC) Improving Communities’ Sustainable Energy Policy Tools. The project foster local level policies supporting energy efficiency and energy self-sufficiency derived from national/regional policies. http://www.steproject.eu
• LIFE+ POWER Project. Demonstration and quantifying of the potential energy savings derived from both, the efficient water management and the generation of models to scale through renewable energy-based devices applied to water pumping systems and the subsequent quantifying of the reduction of emissions to the atmosphere are sought. http://www.lifepowerproject.eu/
• We have a Department for Biomass promotion, thanks to our participation in Woode3 Project (Interreg MED Program http://www.woode3.eu ) and developing Environmental Management Plan for SMEs.Also as references as reliable partners:
