Mário AguilarQualitividade Consulting Group has more than 20 years of experience working with European Funds and Programmes. In Portugal we work with more than 150 Public Entities, as Municipalities and National Institutions. We are working with some Algarve Municipalities for Interreg projects, including one Interreg MED project.
The Interreg MED project has the objective to protect and to promote traditional social-cultural authenticity of local communities and socio-cultural heritage related to the sea (such as traditional fishing activities, fresh fish markets, handicraft products, …). Due to several pressures, such as economic development and mass tourism, the cultural heritage is being lost. Responsible tourism must be a key driver to preserve cultural heritage, by means of promoting historical / cultural values and reducing or better managing the impact of activities on local culture, simultaneously, responsible tourism will provide social economic benefits for local communities. On the other hand, socio-cultural heritage may lead to tourism product diversification and to fight seasonality.
The project outputs would include, at least, a “Responsible tourism and MED-sea socio-cultural heritage” base study, a SWOT analysis and an action plan to enhance responsible tourism and to protect socio-cultural heritage related to the sea.

We are the “Diputación de Granada” (County Council of Granada) that is the Local Government of the Province of Granada (Andalusia, Spain). Our institution represents 171 municipalities. This is a Local Public Administration with its own competencies and competencies delegated by the Autonomous Region.
Many of our municipalities have less of 5.000 inhabitants so the biggest part of our province has a rural character. Our territory has an important geographical diversity: from the highest mountain of the Iberian Peninsula with an important sky resort to a subtropical coast. We have many cultural heritage resources and a very high surface with legal protection. It makes rural tourism one of the main keys for our socioeconomic development.
I write you from the Delegation of Employment and Sustainable Development of the “Diputación de Granada”. The Municipality of Cervia is an important tourism area located on the Emilia-Romagna coast (North-East Italy). The coastal strip, is characterized by a high urbanization index and by predominantly touristic activities. Being a famous touristic resort, Municipality of Cervia counts every year about 4 million days of presence, mainly concentrated during the summertime seaside season.
Being a coastal city, it has very deep traditions with regard fishing and saltpan activities. In fact it is also very well known as an ancient salt town. Even if salt production does not represent the most important source of income for the town, the saltpans of Cervia play a fundamental role in the development of the naturalistic, historical and cultural tourism both at local and national level. The Saltpan of Cervia, is part of the Po Delta Park, is a Site of community importance (D.M. 65/00), a Ramsar zone for the protection of wild birds (D.M. 13/7/81), and Natural reserve for animals (D.M. 31/1/79).
Since few years the Administration is working on the development of an eco-museum by exployting Structural Funds and EU funded projects. The eco-museum is the expression of interrelation between populations & their territories and represents a great potential. It focusses on the identity of a place, largely based on local participation, stimulating the dialogue on issues related to management of conflicting usage interests, preservation, and enhancement for economic, social and cultural activities.
Besides the local authorities’ typical functions, Cervia has always paid attention towards the sustainable development, considering it in its wider meaning (economical, environmental and social). It is very active in policies safeguarding and valorising the the historical-cultural heritage, the environment and its natural resources.
Since 2006 a “European Office” has been established to provide the municipality’s services/sectors with assistance in EU projects’ development & accounting, so it has gained a sound experience in the field of EU funded projects development and implementation.Thank you for the attention.

Parco Minerario dell’Isola d’ElbaDear Mr. Aguilar,
The Parco Minerario of Elba Isle in Rio Marina, is a public owned company, whose mission is the environment re-qualification, valorization and promotion of the Eastern Elba mining sites no longer in use.
Elba Isle is one of the main tourist location at international level and the Parco Minerario, the most famous Italian mining site, attracts thousands of tourists every year, especially during spring and summer (during these seasons in Rio Marina, where the park is located, tourist numbers correspond to 11000 people, being 2000 its natives).
The Parco Minerario museum, opened in 2001 in part with ERDF funds, is located inside the old mining Direction building. Starting from the museum, it’s possible to visit all the main mining areas by trekking, bicycle and train. Parco Minerario is used to offer visitors and tourists open-air activities with the support of environmental tour guides for spreading the knowledge of the natural, geological and mineral peculiarities of this area. Moreover, an open air theatre, realized in an old mine basin, hosts more than 700 people. The Parco Minerario intends to convert in tourist attraction those areas exploited for the iron excavation, since the Etruscan period, offering us samples of mineral of extraordinary beauty and interest from the scientific point of view, that today we can admire in the most prestigious museums all over the world.
Furthermore, the Municipality of Rio Marina is recognized by the brand “La Costa che Brilla”, evoking the brilliance of the minerals powder scattered on all the routes of the little town which is the only one location on the whole Isle where it’s possible to appreciate those typical gastronomic specialities belonging to the mining tradition.
In this context, the Parco Minerario of Elba Isle, is interested in putting itself at disposal of other partners in order to exchange experiences and ideas, aiming at planning and testing models of re-qualification and communication of the Mediterranean cultural heritage.Parco Minerario is interested in being partner in future Med projects aiming at exchange experiences as example of reconversion process to be implemented at European level.

I represent the municipality of Agios Nikolaos, which is a city in the island of Crete (South-East Greece). In the region of Agios Nikolaos and in particular near the village of Elounda (10 km. from the town of Agios Nikolaos), are located “Saltpans”, a salt production site in earlier times. The area of “Saltpans” is today a unique wetland and a potential ecotourism area. Their use for salt production began during the middle Byzantine period, was extended by the Venetians and functioned during the Ottoman period and until the decade of 1970.
The economy of Elounda depends mainly on tourism, and the area is dominated with big hotel units of high quality. Nowadays, there is a growing interest in promoting alternative forms of tourism such as ecotourism, cultural tourism, etc. since the area combines a wonderful landscape (wetland) with traditional functions (saltpans) and ruins of an ancient civilization (ancient sunken city Olounda)
Main objectives of the project are to:
• promote the restoration, protection, enhancement and exploitation of “Saltpans” through soft interventions and activities in the context of ecotourism.
• improve the attractiveness of the area, while maintaining its environmental potential
• contribute generally to the development process by creating new tourism products, attracting special tourist groups (ornithologists, biologists, environmentalists, students and many others)
• Improve the quality of life of citizens and visitors of the area
• Reduce pollution of the salt lakes and protect the natural environment as well as the local ecosystems of flora and fauna through the identification of their specific characteristics.
• Improve conservation status of indigenous species (birds and fishes), increase their population and improve their coverage as well as the conditions for foraging, resting and nesting.
• Promote environmental awareness and education and attract the visitors’ interest in the local history and tradition through the operation of a thematic salt-museum combining pilot operation of the saltpans for salt production.We are looking for partners interested in promoting sustainable tourism and environmental education in similar wetlands and we would be glad to hearing from similar administrative structures as well as European organisations active in environmental protection and conservation.
