The University of Cagliari is looking for some Academic and institutional partners (mainly public authorities) to be involved in a project proposal that will be presented in the framework of the Priority Axis 2: Fostering low-carbon strategies and energy efficiency in specific MED territories: cities, islands and rural areas.
The project idea is focused on studying and applying an innovative methodology for the improvement of energy efficiency in public buildings. The innovative idea is to introduce and test a new tool: the DMT. The Decision Making Tool is based on a simplex algorithm able to elaborate coefficients (e.g. costs matrix and energy saving matrix) as well as to include in the elaboration inputs from the local decision makers.
Due to the involvement of policy makers, we primarily look for regional/national authorities that can set strategies at regional/national level.

Now we are running MED MAIN Project (MED Program) http://www.med-main.eu/ It is aimed at disseminating countermeasures to the Urban Heat Island (UHI) effect, that is the strong rise of temperatures that occurs in the urban areas with respect to the surrounding countryside due to absorption of solar radiation by the building and pavement surfaces. Very effective countermeasures to the UHI effect are given by cool roofs and cool pavements, that is the wide range of technological solutions that are characterized by high and certified capacity to reflect solar radiation.
At STEP Project. (Interreg IVC) Improving Communities’ Sustainable Energy Policy Tools. The project foster local level policies supporting energy efficiency and energy self-sufficiency derived from national/regional policies. http://www.steproject.euAlso, SARGA has long and successful experiences of European Union funding projects in fields such as empower Entrepreneurship in agriculture industry in rural areas, open data, sustainable rural development Projects (support schemes for entrepreneurs),smart strategy, energy efficiency, capacity building, women entrepreneur, biomass, Clean Energies, environment quality, R+D+I Projects…
Also we are running several UE Projects in innovation and smart energy efficiency field:
• HOMER Project (MED Program) http://homerproject.eu/project HOMER is the strategic MED project that focuses on the theme of Open Data, a world-wide policy aiming at making available and exploitable Public Sector Information (PSI). Governments are increasingly recognising the benefits of making their data open and reusable. The first is transparency: simply opening PSI, citizens can be better informed and participate in the decision making process. The second is linked to the economic value of PSI, whose wider re-use is considered a primary content resource for the development of digital markets
• LIFE+ POWER Project. Demonstration and quantifying of the potential energy savings derived from both, the efficient water management and the generation of models to scale through renewable energy-based devices applied to water pumping systems and the subsequent quantifying of the reduction of emissions to the atmosphere are sought. http://www.lifepowerproject.eu/

I represent the Energy Agency of la Ribera (AER – Agencia Energètica de la Ribera) is a Spanish local energy agency (a public body) of the county councils of the Ribera Alta and Ribera Baixa (47 villages and 300.000 inhabitants). It is a SAVE Agency that is working from July 2001. The main aim of AER is to promote renewable energy in our region and boost towards an energy saving culture. AER has a wide experience in developing EU projects.During the last years, AER has been working in an energy efficiency programm in municipal facilities as an energy manager and even with energy audits (including energy labelling) and promoting renewable energy plants. Economical barrier for improving energy efficiency in public buildings is nowaday the most important problem so AER is searching for investors as an ESCO’s to overcome these barriers.
AER has also participated in two MED Project focused on designing public-private partnerships in order to solve this gap.
Thus, we are really interested in sharing MED partnerships with the aim of supporting and assisting our 45 municipalities on adapting to 2010/31/EU directive concerning Nearly Zero-Energy Buildings before public authority deadline (end of 2018) and reducing energy use of municipal most consuming facilities such as sport centers and public street lighting.

On behalf of Mediterranean Agronomic Institute of Chania (Crete- Greece) ( http://www.maich.gr) we express our interest to participate in this project as partners.We have been working a lot in buildings retrofitting using only renewable energies replacing fossil fuels and zeroing CO2 emissions due to energy use in them. In such a case first we reduce their energy comnsumption and then we replace fossil fuels with renewables in order to zero their energy and CO2 footprint. We are an international academic organization ( Public equivalent body ) and we have long and a lot of experience in EU funded projects including FP6 . FP7 , INTERREG , C,B,A , MED , CADSES , ENPI as well as IEE , ALTENER etc.

I represent Environmental Centre of Western Macedonia, Greece which is a Regional Enterprise, in our facilities we operate small scale pilot technologies renewable energy park including solar, wind and biogas technologies.
The energy produced in the park is used in order to cover some of our needs.

The Municipality of Almeria is a local public institution which actively promotes policies of urban revitalization in line with sustainable policies. It has been already involved in 2 URBACT II projects reflecting social inclusion as well as development of economic activity in the historical centre of the city. The Municipality is well aware of the need to implement innovative practices and policies for creating a revitalised urban center and is eager to play a substantial role in the elaboration of such activities.
Some of the issues the city is facing and would like to address through this project are mentioned below:
-The city has undertaken recently an ambitious project to renovate the city center (where most of the historical buildings are located), but still needs to “attract” econocic activity and population.
-We are trying to promote “Energy efficiency” in all the renovations

I am writing on behalf of a local authority in Malta who is in the process of constructing their new local council premises and will be interested in focusing on energy efficient solutions that could be replicated by other public entities as well as by private investors. This public entity showed interest in your project idea and is ready to join forces with the Faculty of Engineering at the University of Malta in order to deliver the technical aspect and facilitate the reach out with other institutions. They are willing to test your DMT in their project and they have already carried out energy saving and CO2 reduction studies on the said building.
