The Municipality of Loures undertakes a clear strategy of fostering development processes based on business environment and territorial features, building from the maximization of the agro-food productive potential. This productive potential depends on soil type and availability (agriculture), but it is also highly intertwined with the presence of innovative companies in the agro-food system (agriculture, industry, and distribution sectors, etc.), combined with the strong potential to enhance logistic competences, namely with the development of the aptitudes and skills of the logistic infrastructure that is already in place – MARL (wholesale market of Lisbon region)
Neighbouring the Municipality of Lisbon in the Metropolitan Area, the municipality assumes a main position in the Food System, and has been establishing partnerships, for the agro-food sector innovation, with institutions such as Madan Parque and MARL, setting the base conditions for the development of the Loures Agro-cluster, through the creation of LouresInova. This Innovation Centre was set-up in order to contribute for innovative spin-offs from the companies within the cluster, providing support to innovation and internationalization as its’ main goals.
The strategy adopted for the development of the “Agro-food cluster”, results from a comprehensive approach to the agro-food sector and a broad concept of Cluster.
In this sense, the objective is to create the appropriate conditions for the establishment of development processes, economically, social and environmentally sustainable, based on the Food System, considered as the set of activities involved in the food chain, and providing it with features of functionality and a set of territorial dynamics such as those identified in the Italian Industrial Districts of Becattini or the Food Clusters of M. Porter.
For that purpose, the Municipality established a work group with two other national partners, Madan Parque – Science Park, from the Faculty of Science and Technology of NOVA University of Lisbon, and CICS.NOVA – Interdisciplinary Centre of Social Sciences of the Faculty of Social Sciences and Humanities of Nova University of Lisbon.
To complete the consortium, we are looking for partners in the MED area, in territories with similar features as to implement a transnational project aiming at the development of common methodologies for the promotion of innovation capacities in the Mediterranean territories.

– IBIS is a Private Consortium, with more than 30 member companies, dealing with Green Chemistry, Sustainable Chemistry, bio-based materials, bioplastics, bio-refinery, green coatings.
– IBIS is based in Novara (Italy) close to Milan, in an area, extended over two regions (Piedmont and Lombardy) , where most of the Italian Chemical Industry has settled.
– Among the many activities of the consortium, the main one is related to the application and the management of research projects financed by ERDF.
– IBIS was founded in 2009 and since then has managed more than 10 important projects in the field of sustainable chemistry, bio-based products and environmentally friendly coatings.

the laboratory of urban and regional system engineering (LISUT) at the University of Basilicata (Italy) is a research centre whose interests are regional and urban planning, developed with specific thoughtfulness to landscape protection, land-use activities effects and rural development. We have deep knowledges in the fields of geographic information analysis, of spatial statistics, of urban modelling, of Spatial Data Infrastructure development. We have interests in the Internet of Tings phenomena, and we have skills in open hardware usage.
We manage several contacts with local public bodies and territorial administrations such as the Province of Potenza, the Basilicata Region and several Municipal bodies. We are also in partnership with the UNESCO Club of Basilicata Region and we can eventually work on the involvement of the 2019 European Capital of Culture, Matera Municipality. We are also ready to open our EU partner’s network and portfolio in order to develop an interesting proposal on the subject you described.

CBPD organisation’s thematic competences are as follows:
As an educational and R&D centre dedicated to fostering goodwill and a constructive dialogue between businesses, Parliament, academics and civil society in Albania, Centre for Business and Parliamentary Dialogue (CBPD) gives an added value to this project proposal, in terms of knowing the training and support needs of entrepreneurs.
At national level, CBPD has contributed in the Social Dialogue with the Albanian Parliament’s Comity for the elaboration of several normative acts and has brought important contributions in the activity of the National Programme of Rural Development of the Ministry of Agriculture. Therefore, CBPD has both experience and institutional connections which enable the organisation to influence local and regional policies. This will contribute to the project’s sustainability.
CBPD supports small producers from rural areas, by providing consultancy and advisory in elaboration of projects aimed to create and to develop business specific to rural areas.
CBPD is in constant direct contact to the agricultural entities/SMEs being aware of entrepreneurs’ specific problems and the need to answer them more effectively with a new approach.
CBPDs regional and local contacts will facilitate the dissemination of results. It constitutes an appropriate platform for the exchange of good practices, knowledge and communication as well as a platform of feedback between different organisations at all levels. In this sense, benefits from the project will continue being productive after the end of the funded period.
CBPD constitutes a key partner in order to the dissemination of results and it is capable to create an atmosphere of exchange of good practices not only between the partnership, but it also in a wider scope. It will be an important point in the part of the project related to third partners and organisations involved in the support for SMEs of the agricultural sector.
As a business support centre it counts with a broad experience in working directly with both the target and the final beneficiaries. This expertize knowledge will contribute as an added value to the workshops/events during the project implementation. Their direct contact to both target group and final beneficiaries will facilitate the promotion of participation in project activities and the uptake of project results.
Also the expertize knowledge of the training needs of business support centres will help to adapt a realistic approach in the development of the training course for employees of business support organisations.
– Will be an added value in terms of knowing the training and support needs of entrepreneurs and agricultural entities in national and international level.
– Will present a proficiency and quality in organisation of transnational events in order to contribute to the identification and detection of good practices related to facilitating entrepreneurship.
– Will provide a mechanism which ensures legislation and regulation is detached from vested interests so as to facilitate the harmonization of EU legislation with the realities of national circumstances.
– Provides an important support for SMEs, as well as contribution to the dissemination of project results.
– Provides expertize with approaches for financial, economic, water, energy, analysis of business proposals and loan applications’ screening; result oriented, analytical thinking and reporting;
– Several Agrobusiness centers, using the CBPD expertize on horticulture, many scientific projects and training regarding the agronomic technique, fertilization, irrigation, choice of variety or hybrid, disease problem, etc. The results of these studies were transferred on farms with field experimental projects and training meetings. These extensive experiences constitute an added value for the project in order to foster innovation in SMEs.
– Finally due to CBPD experience in communication activities and their its direct contact to the final beneficiaries, our organization will also is an asset during the project’s communication plan assuring that the message reach both target groups, stakeholders and the general public.Best Regards,
